Reusing the word ‘picture’ turns the previous sentence on its head and gives the snippet a funny, judge-y ending.

Except for the final ‘weird’ descriptor, the narrator hasn’t actually said what they think of the client, but it’s not much of a stretch to work out from his observations (poor suit, odd socks, neat mustache, oily hair, spotty tie, flashy ring) that he has a low opinion of Naples so far.
